Certificate 3 Guarantee and Higher Level Skills Programs

A core element of the Queensland Government’s Working Queensland jobs plan is ensuring Queenslanders have access to quality training programs that deliver effective skills to meet employment and business demands. The Certificate 3 Guarantee supports eligible individuals to complete their first post-school certificate III level qualification and increase their skills to move into employment, re-enter the workforce or advance their career.


1. Certificate 3 Guarantee Courses available

    All courses available under the Certificate 3 Guarantee are Certificate III level vocational qualifications.

  • CHC33015 Certificate III in Individual Support (Duration: 36 weeks full time or longer for part time (max. 18 months))
  • CHC30113 Certificate III in Early Childhood Education and Care (Duration: 1 year full time or longer for part time (max. 2 years))

    To be eligible for the Certificate 3 Guarantee Program, students must:

  • Be aged 15 years or older and have finished secondary or left school (with the exception of VET in School (VETIS) students – see the VETIS Fact Sheet for more information)
  • Be a Queensland Resident
  • Be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen
  • Not hold, and not be enrolled in a Certificate III or higher level qualifications, not including qualifications completed at school and foundation skills training

2. Higher Skill Level

  • CHC50113 Diploma of Early Childhood Education and Care (Duration: 92 weeks full time or longer for part time (max. 3 years))
  • Live in Queensland
  • Be 15 years of age or older and no longer at school
  • Be an Australian or New Zealand Citizen or Australian Permanent Resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
  • Not hold or be currently undertaking a Certificate IV or higher level qualification. This does not include qualifications undertaken while at secondary school

# Terms and Conditions

  •  Availability of funding is subject to change without notice at the discretion of the Queensland Government
  •  Applicants are only eligible to receive funding for one (1) Certificate III qualification
  •  Students are required to make a co-contribution fee. Students will be charged a $100 AUD co-contribution fee and concessional students will be charged a $50 AUD co-contribution fee. The Student co-contribution fee is charged and collected prior to enrolment. Student Contribution Fees must be paid to Asset Training Australia prior to applications being considered by direct deposit. These fees will be refunded for unsuccessful applications or credited in full towards another course with Qii
  •  Participant will be required to complete a Training and Employment Survey within three weeks of completing or discontinuing the course
  •  Participant will no longer be eligible for further subsidised training under the program once they complete the Certificate III qualification
  • Delivery mode: Blended learning (face to face, distance learning or online*)
    * must have approval from Qii
  • Study mode: Part time, Full time

Please note that students will no longer be eligible for a government subsidised training place under the Certificate 3 Guarantee once they complete a certificate III level vocational qualification.
